it depends on your climate, but most plants in upper USA/Canada will begin to flower between early july and mid august. however, you should be able to tell sex in advance based on the preflowers. once the plant is about 8-10 inches tall, you should be able to see either a pair of white hairs (female), or what appears to be a nutsack (male) at the upper nodes of the plant
Cant answer ya first question but males flower first then the females and a female can only get pregnant around 2 weeks after flowering starts. Ps always best to remove males soon as you see them but if ya get to say week 4 of blooming and a female is showing 80 percent brown hairs that a sure sign its been pollenated which ya dont want.
males are relatively easy to spot. once they start to flower, a pollen sac will take about a week to swell up to the point that its ready to open and release polen. just because you see a (very) tiny little bump at the preflower nodes doesnt always mean its a guy. giving it a bit more tme will make it more obvious (just make sure it doesnt get obvious enough that its dropping pollen)
