speaking as someone who used to have a bedroom window that was visible from a public city street, it is incredibly dumb to get naked in front of a window with no blinds.

As far as things go - my friend called a cop.

The guy gave us a direct phone number to reach the Sexual Assault Unit, who take care of peeping toms and such. They can arrive on scene immediately in an unmarked car and just ask the guy to leave because they've had complaints.

But we're going with the blinds strategy first.

The reason why we are disturbed by this, is because this guy is getting bolder in his gawkings and our friend was frightened by him when she went out to her car at night with him pacing around her.

Although he is probably harmless, my roommate suspects that he is a neighbour of ours - she can't be sure - and we don't want to be caught unprepared and unaware of who this guy is.

If the man does continue to linger around our apartment after the blinds go up we're calling the cops on him so they at least have something on record and we can give statements about who this dude is. I would hate to hear that someone was attacked in our neighbourhood sometime down the road and it end up being this guy as the attacker.
