If you count a lot of the regional accents, then that's definitely true, grammatically many English people have a very poor grasp of the language. However language and grammar is constantly evolving and there's a fair argument to be made for the standard RP OED English being just one competing dialect amongst many....
I'd say the Irish. No, seriously! I had this mate Paddy. No, seriously! He talked so fast no one could understand him. So as a laugh I recorded him talking and played it back at 70% speed. He sounded like Connery in his 007 years! It was so freaky I had to destroy the tape. Well, maybe not had to.... but things were going that way anyway.
As an Australian that travelled through most of the UK, I am convinced that Australians speak better English than most brits, particularly more so than weegies and geordies.
Well yes, but comparing Australians to Geordies is like comparing Gary Glitter and Jimmy Saville. One may be slightly less insane than the other but frankly you wouldn't trust either of them with your kids. Same goes for Cornish / West Country, Liverpudlians, Mancunians, Brummies, Northerners and the Welsh.
