what government owns the middle of the ocean? it's a certain distance.. 200 miles outside maybe? - something like that.. there is no government.. hence why L. Ron Hubbard boated in the middle of the ocean. And I believe LSD would only be legal in certain areas of Antarctica, if at all, because I'm pretty sure most of it is claimed already... although given the Antarctic Treaty System it wouldn't be likely enforced...
and on an unrelated note, that is how L. Ron Hubbard avoided murder charges among other things (false imprisonment, torture, etc.)
^ yeah, initially to avoid income tax evasion charges and FBI investigating his cult I think it was, he set-up a ship with $cientologists and floated around the ocean for a while.. turning them into slaves.. there's evidence from former slaves that a few people were thrown overboard if they didn't do what they were told. eventually came back to the USA, his past started to catch up with him, he drafts his last will and testament and coincidentally dies of a "stroke" the next day..
