Not necessarily true in my opinion. He can be culturally muslim, having grown up within a muslim country/atmosphere and have that as forming his outlook on the world and lifestyle without practicing islam as a religion. There's plenty of nonreligious people who call themselves jewish because of the environment they were brought up in, heritage etc. It's not as black and white as certain aspects of christianity would suggest. And there is more than one way of spelling Koran..

All the arab/muslim countries I've been to have some of the friendliest cultures I've experienced anywhere in the world... And usually good hash
