This is definitely true. In fact it's even possible to masturbate to climax with the penis only semi erect. The more aroused the penis gets, the higher the blood pressure held within it, which naturally causes increases in size - no real different to blowing more air into a balloon. However, as most men are aware, once the penis become aroused beyond a certain point, then there is no choice left but to relieve the tension by masturbating (or actually making the penetration if with a sexual partner) in order to relieve the pain that the excessive pressure can cause.
