True, but it's expected that he will. I don't know if it will make much of a difference, though, without the USA on board. And either way, it only seeks to reduce emissions by 5%, which is not much at all.
If Putin signs it I think it will only be for political gain, if he did it in for any other reason he would be a retard, it is common knowledge that would ruin our economy.
