I know it's possible because I know how computers work in a rudimentary way, you'd probably be better off rewriting all the games with better graphics and more features and throing them onto PC's

but, if you had enough hardware, and enough knowledge, and all the assets required legally, and logistically, yeah, totally doable

the problem is, acquiring all of those resources would be insane.
