yes, it is. the polling places don't close for another 2 1/2 hours here. and they get counted then.

i live in what the district considers an "extreme rural area." thus we have no polling place, they mail us our ballot, and we either mail it in weeks in advance to get pre-counted, or we drop it off at a polling place to be counted on election day.
