What can't you do at 20 that you can do at 21...? Not drink... vote... drive... sex... work... smoke...?

I'm confused, In England and Scotland the age is 18 and it was my impression that a Welshman was a "man" as soon as he was fast enough to catch a sheep on a mountain, in the nude, on a cold day. Perhaps you can enlighten me.
