    i'm guessing it's cause on medicaid, a lot of women already have 3-5 kids when they're 21. :rolleyes: i'm not trying to be judgmental or mean about this... but it happens, and i've seen it. so that's prolly the rationale.

    it's a matter of paying for one woman single procedure, or paying for her pregnancies, delivery and child heath care. much cheaper to sterilize.
