Did you ever use wax? Is there a possibility it isn't mold but just lint/fuzz/dirt caught up in old wax?

If it is really mold, adding grapefruit seed extract to your hair wash will kill it. Just make sure the GSE is diluted in with your hair wash stuff because it is very strong.

the white specks might just be the ends of hairs that have broken off. you can nip them off smooth with small scissors like embroidery scissors, and not mess with the hairs next to it.
I no longer have dreads, went ultra long, and that method of getting out splits is called "dusting" or "search and destroy."

could also be the last of the wax. Are your dreads long enough to soak on a pan? if so, heat that water UP to wax melting temps, but keep your scalp out of the water.

it's either split ends or the roots of hairs that have fallen out. Either way, there's no way to fix it other then snipping them off as someone else suggested. If it is due to split ends then consider being gentler with your dreads and moisturize to prevent new ones.
