Generally an attorney won't take a case like that unless they're sure to win, and find a pocket with a lot of money in it. If either isn't true, good luck finding representation. And in my state, it's illegal to take a case where you're paid only if you win. Regarding WIC, that's probably the most perfect example possible of a good government program, one that perhaps best describes the proper role and function of government.
