    If you are talking about what I think you are talking about, then just keep pulling back your foreskin little by little (whatever feels comfortable to you) and eventually it should slide through

    You may have phimosis ( http://en.wikipedia.org/wiki/Phimosis )... Though that may not be the case as I'm not sure what the white dots would be. However, I don't have much knowledge about the situation due to the fact that I'm circumcised. If it is phimosis, I've read that the it is a quick surgical procedure and nothing to be worried or embarrassed about.

    Depending on how small the opening is, you can either opt for a minor surgery as mushie18 suggested, or follow some stretching exercises for a few minutes per day to loosen up the hole. If a doctor suggests circumcision, please consider your alternatives. I was cut at the age of 6 for the same reason (my parents didn't know any better, I've never blamed them) and I'm now restoring my foreskin (yes, it's possible and although I can't get the nerves I lost from my foreskin, I can regain my shiny glans and sensitivity.. yay!).     I wish you the very best and I truly hope you don't opt for circumcision. I wouldn't wish it on anyone. Some people who have been circumcised as adults report that it feels better, but they haven't lived their whole life that way. As the exposed glans rubs against materials, it dries and creates layers to protect itself, thus lessening your sensitivity. If you'd ask those same people how they feel, 10 years later, I doubt they'd tell you the same story.

    Many guys have white dots on their penis. They're usually at the base of the penis and a few along the shaft. They aren't harmful. It might be something different for you, I have no way of telling, but if it's something that concerns you, you should definitely check with a urologist.

    I was under the impression that the surgical procedure to correct phimosis was not a circumcision. Undoubtedly, circumcision is probably an option but I thought that most people who do choose to use surgery keep their foreskin.

    But, again, I don't know much about it.

    There's no reason to be embarrassed! Phimosis is relatively common, and shouldn't stop you from having sex. May get a little unconfy without a condom though.

    The white dots are probably smegma if you found them on the inside part of the foreskin. Just try to wash that part better in the shower.

    As for treatment, a circumcision is not necessary at all. There are much simpler surgical procedures these days that don't 'amputate' the foreskin. And even some non-surgical treatments, like Canada_Eh mentioned.

    Just talk to your doctor, he'll have all the answers for you.

    Even though it may only involve a "small surgical procedure" to fix, how hard do you think it would be to walk up to your parents and say "Mum, Dad...I can't pull my foreskin back. I think we should go to the doctor so s/he can fiddle with my dick and see if there's anything wrong." Not cool.
