First heat for Cat and peeing in house

We kept a kitten that someone dumped off here last fall, it's our 3rd cat. We also rescued a dog at the same time and so we had to get them both vaxxed and got the dog spayed first. We keep the cat indoors so she won't get preggers and the other two are fixed. Now she's in her first heat. She's not being too annoying LOL..but she has peed twice in the house, once in my dd's 4H project and once today behind our washer! I KNEW she was looking to pee today so I took her down to her litter box but she wouldn't go, instead five minutes later I saw her coming out from behind the washer and a pee puddle behind it!

What is going on?????? It's isn't like her to do this. Isn't this connected to her heat?

most likely she has a UTI?
