They are probable Hair follicles, and they do look like bug bite from certain angles. It not unusual for the hair to grow up the shaft of the penis, Shave it if the gf dont want it in her mouth, That is when you get one.

I dont use razors on my balls or penis, I use VEET. Just put it on and rinse it off. DONT rub it DONT scrub it off. Gently rinse it with warm water and a soft washcloth. Yhat prevents bump for me and my ball and under side of my penis is smooth , my gf loves it that way.
I tried Veet & it burns like Hell. As for the bumps you describe, I suspect that these are, as mentioned already, dead hair follicles. The reason that pubic hair only reaches a certain length is not because they stop growing, but because once they reach a certain length they fall out & are replaced by new ones. This, being an ongoing process leaves loads of tiny follicles from where there used to be hairs. These follicles take the appearence of tiny white zits, and sometimes if you squeeze them you can even squeeze out a sort of pus-like matter. This is absolutely nothing to be concerned about. Furtherrmore, if you look closely at the formation of these little spots you will probably notice that they are also nearly always in a straight line grid formation, rather than randomly scattered. As for the ingrowing hairs (sebaceous cysts) - these tend happen whether or not the hairs are shaved. Some people's skin is more prone to it than others - unfortunately, my skin is one of thoses that is prone & have had to have minor surgery on several occasions because of it, but only on the back of my neck - somewhere that definitely isn't shaved. As for the ones that regulary appear in my pubic area, they were there even before I started shaving & still come & go. Sure, they're a nuisance & a slight discomfort, but no big deal. More often than not they just reach a peak and then burst.
yeah man, thanks for the info, that is exactly the case. and to the veet guy thanks for the recomendation, ill give it a shot. also another question since everyone was cool about this one. i have a few little brown spots down there. real small but im wondering wtf it is. one is on the left of my nutsack in the middle. one right below my head on right hand top of my shaft, im uncircumsized so its a little below the foreskin area. and one small one on my right sack and another on the bottom left of my shaft. im thnking its bruises from beating it, but im not sure they've been there a long time.
