It's probably sold by the gram. Depending on how much of it you smoke per hit (not much with 20x) you could get ten trips or more easily from a single vial. "Is it illegal to ask about human consumption?" No, just not a good idea when you can get the info yourself and they might refuse the sale.
4 uses? I don't think he's using it right. I recently bought a gram of 20x, and so far it's gotten through 8 people (with at least 3 or 4 bowls ruined by people coughing through the pipe because of the harsh smoke) and I still have almost 3/4 a gram left. Used carefully, it can last a good while.
