many aboriginal peoples, and countries with huge populations tend to have groups of people of a different culture that have been assimilated into society. tibetans are a good example of this.

brazilians, mexicans or south africans, or anyone who is part of the major cultural group in a sovereign nation, though, do not qualify as a cultural minority in my opinion.

so if you as a canadian went to England, you'd be in the minority but calling yourself a cultural minority would be unfair, as your culture isn't much different from theirs, and there is typically a fair bit of injustice and suffering associated with cultural minorities. however, one could argue semantics on this forever, in the end it comes down to how you interpret "cultural minority group."
