You're only putting the argument for male student with female teacher here, and when it come to the raging hormones of newly post pubescent teens, I would tend to agree that they could hardly be described as 'victims', as they would simply be living out their wildest fantasies, but you also have to consider the other possible consequences. What about the danger of the teacher becoming pregnant, for instance? Although a 13 - 14 year old might be all too willing to get his end away with his teacher for a few moments of passion, would he really be mature enough to cope with the pressures of fatherhood?

Then, of course, you need to bear in mind that this is a liberated society & males & females have identical rights. By this I mean that the same situation could apply to the girls, who also have the same raging sexual desires in them, with strong crushes on their male teachers - what about if they ended up getting pregnant? Would this to be considered a victimless crime then?

Then, there are homosexual attractions. It is a fact that during puberty both boys & girls often go through a phase of homosexuality as their hormones send them through that period of sexual confusion that is puberty, even though this does not necessarily mean that they will be Gay in later life. However, if a boy gets the chance to have sex with one of his male teachers (or girl will female teacher), he/she may well be sufficiently curious to go through with the opportunity - something that may well be likely to emotionally scar them for the rest of their lives, no matter how willing they were at the time.

Although teens may well be physically sexually mature, they are rarely sufficiently psychologically mature enough to handle the after effects & responsibility that goes with it.
