Government Incentive Programs

    When I first heard of government incentive programs that provide tax credits for using alternative energy systems I was thrilled. But now I'm not so sure. I've been collecting information by interviewing people who've implemented such devices and is seems as though the incentive programs are not up to snuff. One guy told me that the most efficient appliances weren't on the list for a tax credit, so he could buy a less efficient model and get a tax credit, or the more efficient model and cover the extra cost himself.

    I've also been told that there have been a number of companies that are created solely for the purpose of taking advantage of government tax credits. As soon as the government finds whatever loophole they're exploiting, the company vanishes and a new one crops up to exploit some other aspect of the legislation.

    I still think incentive programs are a step in the right direction as far as government environmental policy, but there are other ways that I think would work better (energy taxes, for instance).

    I was wondering if anyone here has had any experience with alternative energy systems and/or government incentive programs. How was your experience? would you do it again? what would you like to see changed in government policy? I also have a short survey available here:Survey if you want to influence my research further.     *edit: I should also mention that those who have no experience with such things but have some sort of opinion are welcome to post, as well.
