I don't know of anywhere it's not cool to do it. Of course, that all depends on how you use the term 'cool', which is, in itself a very vague & misused expression.

Masturbation is a totally natural & healthy activity & as such, in an ideal world, there should be no restrictions about where & when you do it. However, in the current environment there are plenty of places that cannot be considered as acceptable, such as public places where others are likely to be offended, be they on moral, cultural or spiritual grounds or, of course, wherever children are involved.
