Yes it's correct. You can also say : "Sois heureux et en bonne santé" ( => deuxième personne du singulier) if you talk to a friend or something (because "Soyez" is more formal)

Better to say: "Je souhaite tout le meilleur à .... Because in your sentence, you use "à tous" which mean "to all of you", so it sounds weird if you want to add the names of the people at the end of the sentence. In fact it's correct if you say : "Je souhaite à tous le meilleur." , but you can't add names. I hope it's clear (sorry my english is too bad)
what if I dont want to add the names but just want to say- Je souhaite à tous le meilleur à la population de.... is 'tous' ok ? or tout is preferred
no it's not okay because you refer twice the addressee ( à tous = la population). I think you are confused with "tous" and "tout" , they have not the same meaning. Well, if you say what you propose, i guess you will be understanded, but it's not correct. I propose: "Je souhaite tout le meilleur à l'ensemble de la population" (which mean " I wish all the best to the entire population")
