Yes, its possible. Make sure you have a good tattooist who is experienced in coverups because the skin will be more traumatized and prone to blowouts and scarring. But, it is totally posssible. It may(probably?) take more than one lasering. It depends on the colors of the old tat, how high they run the laser, what you want over it, etc. You usually ddon't have to completely zap the old tat.
