I've seen a lot of pretty terrible advice here. Most of the advice is not terrible for what it's telling you, but for the way it's saying it. People seem to be taking things too seriously and making you out to be a monster, or just kidding around and making it so you're unable to think by getting conflicting messages. If you care for my opinion though, I would think it's probably best you didn't do it, not that I don't understand why you might want to... but that's probably just because you're just horny and maybe it's screwing with your head.
If she walks in on you and you don't hear her, there's nothing you can do about it. In fact, if she does try to walk in on you maybe you should stop and go and ask her why she's trying to sneak up on you... and maybe then she will stop.
The reason I give this answer is because your first impulse seemed to be to stop yourself. If that's your first impulse and you go against it, you'll probably end up regretting your digression. If your first impulse was to do it, maybe it'd kinda get to you in a way, but you might not feel as bad about it.
If you were the same age and both in an equal mind state (where you could talk out what you're doing first) then it'd be different. I don't believe there's something inherently wrong with incest if there is the same sense of love that you could get for anyone. If it's just for the sake of wanting to have wild sex so you turn to a sibling then maybe it's not for the best...
but really what it all comes down to is knowing how each other feels. If you really want to go through with something like that you should talk to her first. I find that the brain works on deeper mechanisms than what we consciously understand so while your thoughts are telling you one thing it could just be a signifier for something completely different. Whatever you do in the end you can't change it any longer, but it's up to you in every moment to do what you feel is right to yourself as a person, while simultaneously keeping in mind what is right for other people as well. A selfish mind cannot reach full potential.

As I think has already been pointed out on here, just because she is 12 doesn't mean she doesn't masturbate or is sexual. But she is a good few years younger than you and at your age that makes a hell of a difference. She will be developing sexually, but at a different rate and in a different way to you.
