Yes, you can tattoo over lasered work. Talk to a tattooist with some experience with cover-ups(ask to see portfolio work of cover ups) because he may be able to work with what you already have without doing any removal at all. It all depends on how dark and saturated the color on you current tattoo is.

Also, you may not need to get it fully removed. If you can lighten it, a good artist can usually work with a shadow image.

Look for the best tattooist you can find, because cover-up work is more tricky than virgin skin. It can look amazingly good, though, and it'll save you some money.

    Peace

Just an opinion, maybe you shouldnt get that other tat. Youre 19, have gotten a tattoo, now want it removed, and then replaced with another.. How long will it be before you want to remove this one?

Cover-up will generally be the best idea for doing this whole thing however. Depends on what you have and what you want of course..

Under the ink on your wrist, is scar tissues. Lots of scarring :) Lasering will provide even more scarring. And tattooing again will, yep, give you more scarring. Could easily offset the end result you want for a tattoo.
