i was just wondering if anyone had any idea about laws regarding selling water pipes.

    specifically, is a license required?

Think it depends on individual state laws.. some states i think have made pipes of such illegal... i know recently(like in the past couple years) minnesota passed a law requiring people to own a tobacco license to sell pipes.. so you legally can't walk around at festivals and such selling pipes without a license anymore

I also believe there is some kind of federal law but I'm not sure. I think it has to do with importing them and/or shipping across state lines. Interstate commerce.

But for the most part its a state level thing. In florida there is no law against bongs unless they are resinated. So there are a lot of shops here, lots of people selling glass at flea markets, gas stations, etc. Awhile ago, CUSTOMS agents raided a bunch of the shops and just straight up took their glass yet arrested nobody. I call that stealing. Anyway one of the shop owners was talking to an agent and he said a few interesting things. First he said they can sell waterbongs if they take the stem out and sell it as an incense holder. They can sell stems and bowls but not glass handpipes. They can sell metal handpipes if they are in a bunch of different pieces. And so on. Prohibition really makes us humans look like a bunch of fucking morons sometimes. Second, he said if she wants to operate with no worries, move to cali because he said they dont even bother with them out there. He said they were raided because they were shipping in stuff from turkey and shit, you know like cheapass pyrex bubblers.
In miami and down south they do that all the time. The shop owners leave most of their merchandise at home. When the feds come in and make a sweep, the next week all the shops are fully restocked and operational.

PA or just philly I think it was just tried to pass some super vague law criminalizing anything used to smoke weed. According to the text of the law, it would have made even blunts and apples illegal in the context of weed somehow. I dont think it passed because it was such a joke. Yeah philly here it is http://en.wikipedia.org/wiki/Philadelphia_blunt_ban

The land of the "free". You should seriously just have to pay a tax like any other vendor. It's a piece of glass, nothing illegal about a piece of glass.

are you opening a shop? or just selling a pipe to someone you know? because ya don't need anything if you just keep it low key and ya never get narced on.. they're lookin for drug dealers.. not someone carrying clean pipes for sale
