Should the term 'Outernet' be taken seriously?

I've heard the term 'Outerneet' used more and more in recent months. It generally means poor information or a trashy 'web 1.0' area of the World Wide Web.

Many people may consider it a throw away term but it almost resembles the futuristic science fiction concepts of digital divide. Utopias use the Internet whilst the rest of the world only have access to the Outernet.

Its an interesting concept fuelled by the likes of MySpace, Google and Facebook.
