I heard from someone who was at Berkeley in the 70s that the uni decided to install parking meters on the campus where students used to be able to park for free. The students protested by hack sawing some of the meters and walking off with them, not to mention gathering for protests about it. The uni responded by installing more parking meters with special hardened metal that couldn't be easily cut. .
