He's not in jail because he does what he's told. George W. Bush is very low in this world's chain of command. He's virtually at the bottom. If he becomes troublesome, which he won't, he can be killed (Kennedy, Lincoln), or removed from office (Nixon, Clinton). He's simply a placeman for an immense global organization that will not let him be removed as long as he serves his purpose.
Exactly. Because there are a band of people operating shit that we don't see...our prez is nothing but a puppet.
A side note on Fahrenheit 9/11. The main purpose of this movie was to make people stop wondering. The idea is that once you've seen this movie you think you know the score. I can tell you that this movie barely scratches of the surface on 9/11 or the Iraq war. Michael Moore is a propaganda tool, and his movies always have a purpose.
