The delegates and climate scientists go through these summaries line by line:

The Co-chair reads a line, sentence or paragraph and asks if any delegation has comments. If a delegation raises its flag, they can ask questions, make comments and/or propose changes. Delegations can talk one by one and in that way a discussion can be started. Since government are invited to submit comments on the Summary for Policymakers before the Session the co-chair may already be in position to make a specific proposal on how those comments could be taken into consideration. The co-chair can invite the lead authors who wrote respective chapters and section of the summary to explain the statements, and to clarify the scientific evidence supporting the statements.
