Evil goverment seal

Found this seal or logo for NCIC, it is so strangely ominous, the way the eagle's wings wraps around the earth. It is authentic. With a symbol like that I can only assume they are up to no good, very big brother like. What do you think?

 

Something about the look that eagle is sportin I just cant trust.

 

It makes me think we need tax cuts and budget and staffing cuts.
