You can't just seize businesses and hospitals and schools like that, especially not as a mayor. That's why it hasn't been done. There are laws in place to prevent such things. You would have to be really high up in the government, or have lots of really big guns. Or both. And you would have to get the people on your side first, otherwise they would be terrified. The word 'Communism' isn't too far apart from the word 'Terrorism' in most people's minds. Depending on the size of your town, getting word out about your plans might stir up quite a bit of attention before you ever set foot in office, and the feds would either use the Patriot Act to arrest your ass, or just arrange a car "accident" to kill you. Unless you didn't have sizeable support from the people, in which case they wouldn't pay any mind because you posed no threat. I just don't see this happening. And what good is increased police presence going to do? Cops do much more harm than good.
I thought a Mayor "owned" the city? hm I guess the only alternative would be Governor .. But then, the US Government would probably sic the National Guard after you, along with a speedy Congressional impeachment. Nice idea though. Why more police? Well, I'd probably disarm the current police, and then arm Comrades with some AK-47's shipped from the Middle East ... Then hold the police in jail until we feel like they won't be a threat. Probably curfew's ... hm Would be a bit rough at first, I admit. heh Then we'll setup roadblocks to impair traffic, so that we can begin consolidating everything ... Then the Governor warns me, but I say shut up - So he sends the National Guard and ... uh-oh
You should start off much smaller than an entire town. If you need to arm comrades with AK-47s, you can probably take that as a hint that the people still want their old cops and mayor and way of life. Buy some cheap land in North Dakota or something, and start a commune. When you get enough people, buy some more land and fill that up too. Then declare yourself a sovereign state. THEN people will take notice, and anyone who supports you will come from far away to help/join. Kinda like the EZLN. Of course, the feds probably won't take kindly to attempted secession (remember the civil war?). Anyways, I would be up for such a plan, because it's building from the ground up, as opposed to hijacking an entire city.

Starting a commune is harmless since you're not imposing anything on the whole of society without their say. Communes are for people who WANT to live communally. Unlike a communist society, nobody forces you to join a commune.

Anyway, people would be join willingly, leave willingly, obey the law, and have DIRECT DEMOCRACY implemented within a SOCIALIST commune. If it grows, it grows. If not, then it doesn't.
