   I know i've seen other people using avatars that weren't in the site gallery. I have the picture I want uploaded to my album, but I don't see any options.

   Those ppl have non-free accept to the forum. If you pay (if I remember right) 10 $ you'll have this option.
   
   Still you have free accept all you can do is choose the avatars from the lists.
