Rolling Papers & Paraphenalia

I've heard from people who have been caught by cops that rolling papers are considered paraphenalia even though they are legal i.e. having rolling papers in sight would be probable cause to get searched, which makes no sense to me. Also, can you get charged with paraphenalia if you have papers?

 

Rolling Papers are not a means for reasonable search. If you are under 18 then you are breaking the law. It is considered paraphernalia when you are caught with the weed or roaches.

 

its only paraphinalia if it has marijuana resin on it, you can have any bong or pipe you want on you as long as theres no resin on it and not get in trouble, although i think "water pipes" are illegal in some areas but im not sure

 

Check your state laws... I've never heard of anything like that in Canada... Although it wouldn't surprise me if the cops around here tried to pull somthing like that...
