The controversy over the FBI's Carnivore e-mail snooping program illustrates the danger. Carnivore monitors large volumes of e-mail traffic, with the stated objective of filtering out only the messages that the FBI has some legal justification for monitoring. This has provoked such an emotional reaction that there is even a Stop Carnivore web site. A highly significant fact has become lost in all the furor over this law enforcement program: the software used by the FBI is not exotic or sophisticated. Hackers who gain "root" over a system through which your e-mail passes (not that hard to do in many cases) can do exactly the same thing that the FBI is doing--and their intentions may be much less benign than those of the FBI.
