Who all falls into the category of industrial rock besides Manson and Nine Inch Nails?

I agree on what you said on Ministry. Psalm69 is essential for industrial rock/metal lovers. But I also recommend Animosity of them.

Well I don't know many bands cos' it's a genre i'm still getting into. I love Skinny Puppy though.
