What does this mean (english expression)?

    If media talks about a military organization that is "20 000-strong"...

    Does that mean the organization has exactly 20 000 members, or could it also be more?

    if media says anything, take it's claims as to what its talking about with a certain grain of salt. if it's that round of a number, you can generaly bet it's an intentional approximation. infotainment is intentionaly 'dumbed down' partialy to protect the intrests of corporatocracy, and partialy of course, to 'infotain'.
