Yes they can, even if they're both "midgets", as you call them.

The child isn't 3/4 of the mother's body. More like 1/4. The child comes out the same way he would out of a regular sized person. Although i'm not sure if their size requires a C-Section or natural birth.

My husband's aunt is a midget. She married a normal guy, had two children, they were both girls. One of the girls is a midget and the other is normal. I guess it just depends.
