Can anyone make sense of these?

Recently i got some stuff from a diff dealer and they came with labels on the bags

this is what is on one of the bags

(2) r45, r46

Could the bags have once been used for something else, or possibly to mask what is actually inside of them upon casual glance?

 

Sounds like a bag used for some kind of chemical or compound. Call him and ask him?

 

i dont know the guy my best mates brother just went of a got it for us, its good stuff as far as i can tell

its .4"(inches) in length, not counting the wire.

good deduction, ive never seen resistors come in saddies referenced like this, but i guess theyve got the colours printed once, they may as well put some written info on the bag if they can.
