It's pretty uncommon. I've met only one person with that name in all my life. The meaning?. It's obvious, the name of the country.

About the origin: Spain is a mix of cultures and peoples since its origins: Romans, Central Europeans, Arabians, Jews... Jews were expelled from Spain during the 15th century, but many of them changed their religion and names in order to stay in Spain.
Many of this names remembered their formers names or their origins. For example, Montesinos is a common surname that comes from Mount Sinai. Also many of them adopted surnames of the provinces they were living at. For example is someone's surname is Soria or Burgos you may say he or she has Jewishs origins.

You'll find plenty of information about Jews in Spain in Internet.
