summary of drug testing laws

HEres a site that gives a summary about drug testing, It mentions the fact that certain states ( maine vermont iowa conneticut montana minnesota and rhode island ) restrict drug testing, though i dont understand when ive looked at ads for jobs in these states they say drug testing required? ANyone from these states have any experience?
