if you had fresh garlic it would be better. Use a little salt too. But 1/4 teaspoon seems like way to little for a whole stick of butter.
I have both but I'm wary of using the fresh because I'm not cooking it right? I don't like raw garlic at all.
Anyway, that's the best way to do it. I dunno if you like thyme, salt, pepper, or basil too. They are nice. Maybe a little onion powder on your pierogies if you don't have onions. Parm is sometimes nice, or ricotta cheese.
and I'd use 1/2 stick (1/4 cup) of butter to 1/2 tsp (at least) of garlic powder (maybe more, taste it). Make sure it's salty enough too. And pepper tastes cool, but not too much. Parmesan will make your garlic butter have a neat flavor, if you are into it.
Butter is not salted. And damn! Now you have officially made me very hungry. I have and love all those spices. Gonna make them in a couple minutes now and add all that.

I made homemade pierogies once. They turned out really good, took a lot of time to make but tasted excellent. Now you're making me think of making some again. I like to have hot salsa on my pierogies with a dallop of sour cream.
