North Korea is as far from communist as the states, or even futher. None of the major countries who have claimed to be communist have been. People talk about communism and democracy as oposites when they are not at all. A truely communist country could also be democratic, but a capitalist country (like the states) could not be as a democratic country must be free from class and capitalism insures class division.

So when you hear countries claiming to be either communist or democratic they are usually talking out their ass.
