How can you protect kids from abuse that hasn't happened yet? An abusive parent has to have kids before you know if they are abusers or not.

Also, a fine. Yay. So the crack-head on welfare who has 5 kids and no money is going to care because....?

 

i cant beleive this is so easy for some people to say. the thing is it is never going to happen.
i couldnt agree more that most people shouldnt have children (tweakers, teenagers, dirt-poor mexicans that already have a million kids, ect.) but nothing is going to stop it. most people just dont give a shit. if you did need a liscense to have kids i would more than likely been one of the unborn children. same with everyone else ive ben around my whole life. most of my friends started having kids at 15 or 16 years old. im one of the few thats been smart about it. it would be so nice if this could be changed but it cant.

 

A much better solution then this expensive and kind of crazy idea would be to fund child protective services more.

CPS are reccomended to have between 5-10 cases per worker. the average is around 15. Case workers in my state have an average of 50.
