You can compost pretty much anything biodegradeable. The only things you can't compost are meats and plastics and glass (aswell as a few other things I bet). You can compost anything from tea bags to newspaper (though it would be better to recycle that), grass clippings to old chips.

Rotten fruits and veggies (aswell as cooked and leftovers) are some of the best things you can use due to the nutrients. Paper products are fine as long as they're not coated in something, as you mentioned, wax. Anything that can break down toss in your pile! Be sure to turn it every once and a while though.

I was always told that cooked vegetables are not ideal to compost, is that so?

As far as I know they're fine. I'm not sure why they wouldn't be fine to compost.

they'd compost faster than raw, they're already partially broken down

That reminds me I have to get one going. Had to buy some to get things going in my yard. Two dump truck loads. The town I live in has a really good urban forestry program. They give out tree and shrub seedlings every arbor day and sell compost for $10 a load. They have a burn site where they burn the big stuff and mix the ashes with the leaves and grass clippings. Going to use half for an asparagus patch and the rest for a vegie garden.

Shredded newspaper is a great thing to keep weeds under control around plants in the garden.

Why bother shredding it? Just lay it down between the rows. Nice and neat, just the right width and no little shreds to stick to the shoes. Keeps the moisture in better too.
