A group of women in a small village hall were bugged by MI5
    Why?
What purpose is MI5 being put to ?
I thought they were fighting terrorists but no - it seems they are more interested in finding out whether Tony Blair will get a slow handclap when he visits the womens institute Thats your money they used to do that with - its police time they are wasting maybe its time MI5 was disbanded so a force with better things to do can be formed?

Yes. Thats it. Lets dismantle all this state apparatus.

and replace it with what? I have no doubt this went on - but it always will go on. I can't see how the creation of some new force would stop it

replace it with an enormous signed autograph of Jeremy Clarkson
It would cost less but would still represent a bag of shit
However it wouldnt be able to bug people

the purpose of all secret services is principally to spy and control the local population as it is the greatest threat, rather than an external enemy. i'm sure machiavelli said something like this in a round about way.
