The people elect the government, they are responsible for what their government does on their behalf.
there is always a way and a choice Unless America isn't a democratic society. In a democratic society you cannot separate the government from the people because the people make the government. But, it is more tricky than that.. political parties call elections now, but people should also be able to.

I wouldn't say ALL Americans are responsible for the government. I would say the upper classes are more responsible than the lower classes.
