Anybondy know about CHEAP tropical places to live?

I just got off EBAY and saw a place for sale http://www.freewebs.com/solbnb/home.html in Porlamar, Margarita and they claim gas is 10 cent a gallon, a beer is 25cents on the beach!!!! I dont know if this is to good to be true, my question is does anybody know about very cheap places to live around the world? especially beach front warm locations... I'd love to hear about anything you might know about... the above link was attached to a $40,000 APT for sale on EBAY... but even thats too much lol... I want dirt cheap!!! thanks guys
