The seeds may have been old.Next time just place seeds between 4-6 layers of moist(NOT SATURATED) papertowels and tap roots should begin developing at 2-5days.Then place in soil with tap root down and cover lightly with 1/8"-1/4" of soil.Sprouts should be above soil surface from 1-3 days.

You dont wait, once seeds are sprouted you place in medium with tap root down and cover with a 1/8-1/4 inch of medium.
