I think both. You need talent, but if you don't practise your singing voice will eventually get out of form and you won't get very far. Was that what you meant?
hmmm good question. never really thought about it to be honest. I think there is just undeniable talent that some people are born with but I think that someone who has, lets say, mediocre talent can certainly train their voice to be good, if not great with lots of hard work and dedication. Not saying that I think everyone can (or would be able to) sing; I just think that the ppl that have ALRIGHT voices can get their voices even better.
some people might be born with it and/or born with talents that will help you when singing (i.e. having an ear for music), but i think mostly all it takes is hard work and dedication and practice, etc etc. when i was younger music teachers told me i was tone deaf, now i'm my choir teacher's favourite male voice. *shrugs*

Of course certain people have an incredible talent for singing, but I believe people who really love singing and who really want to make people hear their songs, can compensate an average talent for singing (average, I say, if you're really an awful singer it's hopeless ) with their passion for music.
its made. talent is made too. no one just has talent. the people with talent have passion. someone like soulrebel has shown us his passion over the last few years, progressing from a dude who picked up his guitar to now playing gigs and everythin. i never even listened to music a few years ago, and my voice was shit. however i learned passion from my music and my own voice has improved beyond where i would have thought for most of my life. lol specially better than the recordings of my own ive got floating around here. some people, as said, are born with extra abilities like perhaps larger brain structures in the areas used for percieving pitch, or with smoother/stronger throats for tone. but theres heaps of 'singers' who just sing music that people give them, and theyre not musicians. whereas bob dylan had passion, and i personally think his voice IS good, he grew passion and found a way to express himself on his own terms. if a person thinks 'oh i was born with a bad voice, i cant sing' then theyre not gonna get anywhere. those idiots on idol at the start with shit voices who cry and moan when theyre rejected, theyve not got passion either. because if youve got passion for music then you know your direction and youll keep going until you can prove it. but MOST of all, if theres ANYTHING humans arent born with, its talent. all you are born with are tools.
so really yourse saying 'i was born with singing talent, people who werent born with it couldnt sing as well as me huhahuhahuhah'
